£300 Rhyl fine highlights why checking your waste collector matters
A Rhyl resident received a £300 fine after rubbish they arranged for someone else to remove was later found fly-tipped — highlighting why checking who takes your waste matters.
A recent case in Rhyl has highlighted an important responsibility that many householders may not realise they have when paying somebody to take their rubbish away.
Denbighshire County Council issued a £300 Fixed Penalty Notice to a Rhyl resident following an investigation into household waste that had been illegally dumped in an alleyway between Bath Street and Paradise Street in Rhyl.
Council officers examined the dumped waste and recovered evidence identifying the person who had originally arranged for it to be removed.
The investigation found that the resident had arranged for another individual to take their household waste away but had failed to take reasonable steps to make sure the waste would be disposed of lawfully.
The waste was subsequently fly-tipped.
Instead of pursuing the matter through the courts, Denbighshire County Council issued a £300 Fixed Penalty Notice for breaching the Household Waste Duty of Care.
Paying someone to take your rubbish doesn’t necessarily end your responsibility
The case highlights something many people may be unaware of.
If you arrange for somebody to remove household rubbish, you have a responsibility to take reasonable steps to ensure that your waste is being passed to an authorised person.
Denbighshire County Council advises residents arranging private waste removal to check that the person taking their rubbish has a valid Waste Carrier Registration and to keep a record of who collected the waste.
This is particularly important when arranging rubbish collections through social media, online adverts or informal recommendations.
A cheap collection can become very expensive if the rubbish is later dumped illegally and the householder cannot demonstrate that reasonable checks were carried out.
Making responsible rubbish removal simpler
This is one of the problems WasteSnap has been designed to help address.
WasteSnap allows customers to post the rubbish they need removing, upload photographs and details of the collection and receive quotes from local waste collectors using the platform.
Rather than searching through social media or contacting numerous waste businesses individually, customers can compare quotes and choose the collector they want to use in one place.
Collectors are required to provide their Waste Carrier Licence or Registration details as part of the WasteSnap approval process, helping customers make a more informed decision about who they are giving their rubbish to.
WasteSnap also creates a clearer record of the collection through the platform, helping make the process more transparent for customers and legitimate local collectors.

Supporting legitimate local waste collectors
Responsible waste businesses invest time and money into operating legally and disposing of rubbish correctly.
WasteSnap aims to make it easier for those collectors to find local work while giving customers a simpler way of finding legitimate rubbish removal services.
Customers can upload their rubbish once and allow suitable collectors to quote for the job rather than having to contact multiple companies individually.

The founder of WasteSnap said:
“A lot of people probably think that once they’ve paid somebody to take their rubbish away, that’s the end of it. Cases like this show why knowing who you’re giving your waste to really matters.
“We want WasteSnap to make that process much simpler. Customers can post their rubbish, compare quotes and use local collectors who have provided their Waste Carrier Licence details through the platform.
“For completed collections, WasteSnap also creates a Waste Transfer Note, giving customers a record of who collected the waste, what was taken and the disposal route recorded for the job. That helps create a clearer audit trail and gives customers more confidence about what happens to their rubbish after it leaves them.
“At the same time, it gives legitimate local collectors another way to find work while helping customers make a more informed choice about who takes their rubbish away.”
Helping tackle fly-tipping across North Wales
Fly-tipping affects communities, damages the local environment and leaves councils and landowners with the cost of clearing illegally dumped rubbish.
Cases such as this also demonstrate that responsibility doesn’t necessarily disappear simply because somebody has been paid to remove the waste.
WasteSnap believes that making legitimate local waste collectors easier to find, while making the collection process more transparent, can play a part in helping prevent rubbish from ending up in the wrong hands.
WasteSnap is currently live across Conwy and Denbighshire, connecting customers who need rubbish removed with local waste collectors.
